This position is responsible for the establishment and oversight of the utilization-focused evaluation framework for the Patient and Health Professional Services department. This includes coordinating the development, execution and evaluation of departmental strategic planning and performance in partnership with the department leadership team; design, and implementation of evaluation plans; and dissemination of findings to all stakeholders. This also includes serving as lead writer for evaluation-focused government contract deliverables and contributing writer on program focused deliverables, providing guidance on language for description of goals, outcomes, outputs and measures. This position will provide technical expertise in translating evaluation findings for the creation or improvement of patient/family and caregiver, and health professional resources. The Program Evaluation Intern(s) will report indirectly to this position. In addition, this position will actively participate as a contributing team member of the Health Services Research (HSR) and Program Evaluation team, and assist the Senior Manager, HSR and Program Evaluation in developing programs, methodology and strategies to increase program evaluation capacity and precision.
Masters Degree required, preferably in Public Health or Program Evaluation (MPH). Masters degree in Epidemiology or Public Health Administration and/or Policy (PHAP), focusing on evaluation and quantitative research will be considered.
Five years’ experience in a position that required program evaluation planning and implementation. Experience with assessing impact, facilitating evidence-based program improvement, and developing strategic plans. Demonstrates experience in publishing in peer-reviewed journals and grant writing.
Deep understanding of quantitative and qualitative methods and data analysis. Adherence to professional evaluation standards. Technical knowledge and programming in statistical software such as SPSS, SAS, STATA, and/or NVivo as well as SmartSheet or similar project management tools.
Strong oral and written communication; demonstrated public speaking effectiveness. Team leadership and conflict management skills. Confidence in advising senior leaders and physicians. Proficiency in MS Word, Excel, and PowerPoint. Solid project management skills with demonstrated ability to achieve project milestones in timely manner. Certification in plain language education/writing a plus.
Occasional travel as necessary. 2-3 trips per year.
