The Patient Access function is a major component in the critical path of the revenue cycle of the Hospital, directly impacting our ability to bill and collect for services provided; accordingly strong leadership, specific expertise and collaborative skills/abilities are key to success in this role. The position provides strategic leadership for the Patient Access functions for hospital operations, including Inpatient, Outpatient, Emergency and Ambulatory services. In collaboration with department managers and directors, oversees Outpatient Clinic Registration and Scheduling, Inpatient Admitting, Cashiering, Emergency Room Registration, Ambulatory Surgery Registration, Diagnostic Registration, Service Authorization and Denial Management, Charge Capture, Insurance Verification, Medicaid Application services and Point of Service cash collections. Works collaboratively with Corporate departments, hospital departments, Central Billing Office, Revenue Cycle Management Contractor and Hospital-based physician groups to ensure activities performed are appropriately charged, authorized and billed in an accurate and timely manner. Key liaison with Corporate Revenue Cycle Management contractor and Hospital-based physician groups. Oversees or directs the development of policies, objectives and goals for area, seeking other departments� approval as appropriate. Ensures that such policies are enforced and objectives and goals are met on an on-going basis. Maintains a strong internal control environment. Monitors activities for and ensures compliance with laws, government regulations, JCAHO requirements, CMS/payer revenue cycle requirements and DMC policies. Develops, seeks approval of, monitors and ensures compliance with budget for area. Develops long and short-term goals and objectives for improving the revenue cycle while maintaining quality based patient care delivery with customer focused patient/family access. Supports the standards set forth in the DMC�s Code of Conduct by creating an atmosphere of commitment to legal and ethical standards, and as directed, implementing external and internal audit recommendations. Monitors activities to ensure compliance with applicable laws, regulations JCAHO requirements, and DMC policies and procedures.

Qualifications: Bachelor�s degree in Accounting, Finance, Business Administration, Health Care Administration or related field, or the equivalent combination of education and/or experience. Master�s Degree preferred.
Minimum of five years of progressively more responsible related experience, including management/leadership experience. Financial experience highly desirable.
Analytical skills and abilities to serve in an advisory/consultative role in determining and/or developing strategies, policies, processes, protocols and methods, frequently in the absence of guidelines or technical assistance, and to evaluate and direct complex systems that foster innovative approaches to procedures/processes associated with patient management and the revenue cycle. Analytical ability to conduct complex cost and pricing studies.
Communication and/or interpersonal skills for contact with internal and external customers/stakeholders to obtain and interpret a variety of information based on knowledge of departmental practices, DMC policies and programs and specific technical and regulatory knowledge. Discretion must be exercised in deciding what and how to communicate. Conflict resolution skills must be exercised where policy issues are concerned both within the functional area and interdepartmentally. Diplomacy, tact and listening skills are required. Ability to read, interpret and write technical materials.
Project management skills including the ability to define programs, projects, or process objectives, identify stakeholders and their interests, plan steps, coordinate and allocate human technological and fiscal resources to accomplish goals and objectives in a resourceful yet timely manner.
Leadership skills including demonstrated willingness to pursue leadership roles with increasing levels of accountability comfort with decision- making responsibilities, coaching, teaching and counseling skills, and the ability to inspire and build confidence in others and to forego alliances and garner support.
Proficient in the use of personal computer and software applications and programs.
