Director, Behavioral Health Programs, Government Performance (Hybrid)
The director will lead existing teams of policy experts, scientists, and advocates to ensure the effective execution Pew's behavioral health work, including research and analysis, communications, and outreach activities. The behavioral health projects - suicide risk reduction , the substance use prevention and treatment initiative , and the wrap-up of Pew's dental campaign - form one part of Pew's two-part health group.
The director will engage with projects from the second part of Pew's health group, public health, on potential new strategies the teams could consider in the behavioral health space. In developing new strategies, the director will also work closely with other teams that focus on the intersections of mental health and justice, and on criminal and juvenile justice policies. Together, the teams contemplate a wide spectrum of health issues and defines "health" broadly to include public health and social determinants of health.
The health group has demonstrated success in driving policy change at the local, state, and federal level. We continue to explore opportunities to develop new initiatives that build on the experience and insight developed through current and previous health projects to present an integrated vision for behavioral health work that results in a measurable increase in the number of people being connected to needed services.
This position, based in Pew's Washington, D.C. office, manages project leaders and their teams and reports to the senior vice president, government performance, and is eligible for up to 60% telework.
Leadership and strategy setting
Champion a commitment to inclusion, diversity, and equity within Pew's behavioral health programs, and collaboratively across the organization; build and maintain a culture of excellence and accountability; establish positive and productive teams; and effectively manage and coach individual staff by providing appropriate opportunities for professional development.
Lead strategic planning efforts and provide strategic guidance to position project leaders to set direction, realize project objectives, and build cohesive teams. Engage staff in these processes.
Partner with the senior vice president, government performance and other Pew leadership to strategize the full life-cycle of initiatives, including standing up new projects, providing leadership and direction through different phases, and leading planning for wind-down, hand-off or closeout of projects.
Collaborate with the senior vice president, leaders in government performance, and other colleagues to advance the goals of individual existing projects and to develop materials for the board of directors.
Speak on behalf of Pew's projects and priorities to external audiences, including providing testimony to government officials and other key stakeholders.
Develop and maintain partnerships with donors and partners, as well as with associations of government officials, non-profit organizations, government agencies, and other key individuals and institutions.
Develop and maintain a network of contacts within the behavioral health community.
Oversee operations of the projects and equip project leadership to manage their operations responsibilities and ensure that staff comply with institutional policies and procedures, within the context of a fast-paced and complex organization.
Support project leads in managing project budgets and identify and support opportunities to leverage personnel, contracts, and partnerships more broadly across the suite health projects.
Liaise with core internal partners in operations, external affairs, research and science, and strategy to coordinate and fulfill project needs and review and approve related materials (e.g., news releases, funding proposals, contracts and grants, publications).
Contribute to and participate in the tasks of the government performance portfolio as assigned, as well as broad Trusts-related projects and activities, as needed.
Bachelor's degree or equivalent experience.
At least 12 years of applicable experience.
Five years of previous direct supervisory experience required including experience managing performance management process for direct reports and providing career development advice and counsel.
Experience and subject matter knowledge in behavioral health and/or public health policy, programs and/or administration, experience interacting with communities impacted by behavioral health issues, and knowledge in federal and/or state policy, legislatures, agencies, and other experts and leaders in these fields.
Demonstrated success managing and developing public policy campaigns, which includes successfully partnering with health organizations and translating research into language and concepts that are accessible and compelling to audiences without health expertise.
Prior to commencing employment with Pew, candidates for this position who were registered to lobby in any jurisdiction must certify termination of previous registration(s) and provide copies of termination notices with said jurisdiction(s) to Pew.

Excellent time- and project-management skills. Highly flexible, with the ability to juggle multiple priorities, adjust to changing circumstances, remain attentive to details and identify resources for projects.
Strong operational management acumen. Ability to analyze budgetary information, assess organizational needs and problem solve within a large institution.
A track record of managing staff and programs, engaging actively with internal and external stakeholders to support the effective management of projects, and clearly and accurately conveying complex health/policy information to diverse stakeholders. Experience running multiple projects and programs concurrently preferred.
Familiarity with how health policy is shaped at the federal level (i.e., knowledge of key federal agencies and Congress' role in overseeing theses agencies) and at the state and local level (i.e., knowledge of key state and local health agencies and how state legislatures and county commissioners oversee these agencies) preferred.
Background and experience in mental/behavioral health evidence-based research, policy, and health advocacy; community engagement; and mental health and substance use issues, and experience with people with behavioral health conditions.
This position requires occasional travel to develop and manage partnerships, attend conferences and meetings, and perform other business.
