The Licensed Professional Mental Health Counselor Program Manager has direct responsibility for the health and safety of Veterans in the Sheridan VA HCS outpatient mental health Behavioral Health Interdisciplinary Program (BHIP). The position includes program management responsibilities which include the operation and management of key clinical programs within Sheridan VA HCS's outpatient mental health programs. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. English Language Proficiency. LPMHC must be proficient in spoken and written English. Grade Determinations: Licensed Professional Mental Health Counselor (Program Manager), GS-13 (a) Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. (b) Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program. (c) Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below: 1. Ability to make judgments and decisions associated with program management. 2. Ability to monitor program outcomes using data driven quality assurance process. 3. Ability to develop productivity standards appropriate to each service provided. 4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs. LICENSED PROFESSIONAL MENTAL HEALTH COUNSELOR QUALIFICATION STANDARD GS-0101, Veterans Health Administration Physical Requirements: This position provides direct services to patients and their families through casework. Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing (aid permitted), clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15-44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. ["*Note; This is an open continuous announcement until July 13,2022. The incumbent has direct administrative and professional supervision of interdisciplinary staff assigned or annexed to the outpatient mental health programs (e.g. Nurse Practitioners, Secretarial staff, Nurse managers, Licensed Independent Providers, Nursing Staff, Addiction Therapists, and Peer Support Specialists). Responsibilities also include: - Considering all factors in assessing the needs of Veterans receiving care in the outpatient mental health clinic. The outpatient program has substance abuse care, dual diagnosis, posttraumatic stress disorder, and serious mental illness programs from which to choose.\n- Coordinating the Quality Improvement Program with the outpatient mental health clinic to enhance performance in the program as well a meet or exceed regulatory agency standards.\n- Plan work to be accomplished by clinical staff, groups/classes for Veterans, staff training, to be completed within a designated time frame.\n- Assign work based on priorities, consideration of difficulty and the capabilities of the employees.\n- Evaluate work performance on a continuous basis, providing oral and written feedback when indicated.\n- Give advice, counsel or instructions to employees on work and administrative matters.\n- Interview candidates for vacancy positions and recommend appointments.\n- Hear and resolve complaints, refer group grievances and serious, unresolved complaints to a higher level.\n- Effect minor disciplinary measures and recommend action for more serious cases.\n- Counsels Veterans participating in the outpatient mental health services with group and individual interactions specific to PTSD specialty care services.\n- Makes assessments of the veterans referred and the type and scope of services required by each Veteran with specialty PTSD treatment needs. - Provides educational leadership guidance and consultation to staffs of units to which assigned and identifies and arranges\n- May provide additional clinical supervision to various disciplines and levels of training, including trainees seeking licensure for development and training needs.\n- Serves as a consultant to other medical center staff and trainees, particularly related to the Mental Health Outpatient treatment setting.\n- As necessary, develops and provides in-service education to bring an awareness to the Healthcare System staff of the veterans' perceptions of their healthcare experience, thereby contributing to improved staff understanding and attitude.\n- Offers consultation to colleagues and students on the psychosocial treatment of patients treated in specialty areas, rendering professional opinions based on experience and expertise and role modeling effective practice skills.\n- Demonstrates the ability to teach and mentor staff and students in the special area of practice and to provide supervision for licensure or specialty certifications.\n- Identifies the elements of clinical or administrative practices that contribute or create an atmosphere for customer dissatisfaction, and recommends changes that will reduce or eliminate justified complaints.\n- Is responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate.\n- May present outcome data and research at VA and regional or national scientific or professional meetings, as appropriate.\n- May serve on Medical Center or Healthcare System, VISN, and/or National VA committees or task forces.\n- Actively participates in leadership roles on local, state, and national professional organizations.\n- Represents the Medical Center or Healthcare System at professional/program community group/events and committees.\n- May be required to attend meetings, conferences, trainings, seminars, or other events that may require travel and overnight stays.
