The Readjustment Counseling Service is recruiting for a Vet Center Director at its local Oklahoma City, Oklahoma, Vet Center. The duties and responsibilities of this supervisory position are carried out throughout the Oklahoma City Vet Center, which is a community-based counseling centers that provide eligible Veterans, active duty service members, and their families with direct readjustment counseling, community outreach, and referral and care coordination with VA and community resources. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC). Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Candidates must hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling. Licensure: Persons hired or reassigned to LPMHC positions in the GS-0101 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12 Experience. In addition to the basic requirements, candidates must have one year of experience equivalent to the GS-11 grade level, which demonstrates possession of advanced practice skills, judgment, and competency. The experience must demonstrate practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Experience to include: Progressively complex experience equivalent to the next lower grade level includes providing administrative supervision (i.e., the supervising employee has full administrative and professional responsibility for planning and directing the work of others) to licensed staff and/or graduates as a LPMHC subject matter expert serving as the discipline lead; directing the development and implementation of services and treatment to patients through the administrative supervision, mentoring, and oversight of assigned clinical staff; demonstrating practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Licensure: Candidates must possess the ability to provide clinical supervision. Some state licenses do not license an individual to provide clinical supervision to trainees or unlicensed LPMHCs. Duties of the Supervisory Licensed Professional Mental Health Counselor serving as the Oklahoma City Vet Center Director and licensed professional with advance knowledge of and mastery of theories and modalities used in the specialized treatment of complex mental illness include but are not limited to: Supervising a multidisciplinary staff composed of clinical and administrative team members, whose primary mission is to provide direct readjustment counseling to eligible individuals in the areas of suicide prevention, crisis intervention, short- and long-term treatment for symptoms associated with Post-Traumatic Stress Disorder, and readjustment issues; Planning, developing, implementing, coordinating, monitoring, and evaluating professional services rendered by subordinates; Setting guidelines and establishing intervention strategies/treatment priorities for individual, group, conjoint and families employing varying clinical and therapeutic modalities; Conducting Performance Based Interviews (PBI) and determining selection processes to ensure fair and equitable recruitment of qualified, high achieving, and well prepared applicants; Developing networks and working relationships external to the Oklahoma City Vet Center and the Department of Veteran Affairs with Veteran service organizations, community based agencies, and mental health organizations to enhance service delivery and develop referrals of Veteran clients to appropriate care; Serving as a consultant and subject matter expert to programs and resources external to the Vet Center on matters of readjustment needs of Veterans; Creating, implementing, and measuring market penetration of Vet Center services through a comprehensive outreach plan for the primary service area; Ensuring fiscal/budget management, in compliance with applicable RCS and VHA policies and procedures as an approving official for time & attendance reports, leases/contracts management, staff local travel, Government Purchase Card (GPC) purchases, etc.; and Screening/assessing of Veteran clients, treatment planning and goal setting, referral to service providers, development of a resource file, Veteran advocacy, crisis intervention, education/health promotion, coordination of non-institutional and institutional services, and individual/group counseling.
