POSITION SUMMARY The National Association of Chronic Disease Directors (NACDD) is seeking a highly motivated and experienced individual to join our organization as a Senior Program Manager within the Center for Advancing Healthy Communities (CAHC/Center) to advance the capacity of National Tobacco Control Program (NTCP) recipients and partners to implement strategies that support community-clinical linkages, health systems change, and health insurance coverage for commercial tobacco cessation. Under the direction of Center leadership and the direct supervision of the Associate Director of CAHC, this position will oversee program management of two, critical five-year cooperative agreements from the Centers for Disease Control and Prevention (CDC) entitled, Building Capacity to Increase Commercial Tobacco Cessation, Components 2 and 3 (CDC-RFA-DP-24-0056). Component 2 focuses on promoting and supporting implementation of health systems change initiatives that seek to integrate tobacco dependence treatment into routine clinical care across clinical settings. Component 3 focuses on promoting and supporting improvements to health insurance coverage for evidence-based tobacco cessation treatments.
This position will provide overall management for the five-year cooperative agreements including leading planning and implementation of program activities and developing and sustaining relationships with partners. The Senior Program Manager will prioritize efforts to advance tobacco cessation among populations facing tobacco-related health disparities. As a major risk factor for many diseases, the Senior Program Manager will also support the integration of tobacco use prevention and control/cessation activities into other Center and Association programs/projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES The essential functions include, but are not limited to the following: • Lead program planning, implementation, reporting for all strategies and related activities in Building Capacity to Increase Commercial Tobacco Cessation, Components 2 and 3; • Provide strategic and technical subject matter expertise (SME) on evidence-based tobacco cessation interventions to advance health systems change and health insurance coverage; • Serve as a liaison between project teams and associated partners for Components 2 and 3, ensuring strong alignment, communication, and collaboration across components; • Serve as a liaison between Components 2 and 3, and the Sr. Program Manager implementing the NACDD National Network for Tobacco Control and Cancer Prevention project (the National Network effort is funded under another CDC cooperative agreement, CDC-RFA-DP-23-0015, CDC’s National Networks Driving Action: Preventing Tobacco- and Cancer-Related Health Disparities by Building Equitable Communities); • Support, guide, and supervise Program Managers for Components 2 and 3; • Participate in all CAHC-, NACDD-, and CDC-required meetings including serving as the lead point of contact in all CDC meetings related to Components 2 and 3; • Develop and maintain effective working relationships with diverse, multi-sector public health partners; the National Tobacco Control Program (NTCP); other National Networks funded under CDC-RFA-DP-23-0015; CDC Office on Smoking and Health (OSH) technical assistance (TA) providers; and collaborators across all programs/projects that work to impact tobacco use and prevention and address tobacco-related disparities; • Ensure high-quality deliverables are met, timelines are adhered to, and project reports are provided and submitted on time for Components 2 and 3; • Manage and stay current on all contracts, workplans, and project activities for Components 2 and 3; • Lead budget/fiscal management for Components 2 and 3; • Identify opportunities for cross-program collaboration and synergy across CAHC and NACDD, leverage sharing of resources, and ensure alignment with NACDD's mission/vision and Strategic Plan; • Utilize systems to measure and communicate impact of project-related efforts for Components 2 and 3; • Collaborate with Tobacco Portfolio Program Evaluator on all evaluation-related activities for Components 2 and 3; utilize established systems for performance monitoring and improvement; • Collaborate with other CAHC and NACDD programs and team members; • Perform other duties, as assigned or necessary, to achieve CAHC and NACDD goals and objectives.
MINIMUM QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES) • Master’s degree in Public Health, Public Health Administration, or related field with minimum of seven to ten (7-10) years of relevant experience in planning, implementing/leading, and convening chronic disease prevention and/or management or health promotion programs; • At least five (5) years of relevant experience in planning and implementing tobacco control programs; • Experience working with CDC or other federal agencies on programs related to state-level chronic disease prevention and health promotion; • Experience assessing needs and providing context-specific training and TA to advance health equity and to support both health systems change and insurance coverage for tobacco cessation: o Specifically, knowledge and understanding of strategies/approaches to improve health systems’ support and ability to identify patients who use tobacco and deliver cessation treatment; o Specifically, knowledge and understanding of strategies/approaches that improve health insurance coverage for evidence-based tobacco cessation treatments; • Experience supervising program management staff; • Experience managing work plans and budgets, particularly for cooperative agreements; • Adept at developing tools and resources; facilitating meetings, conference calls, and peer-to-peer learning and sharing opportunities; and giving presentations; • Strong project management, prioritization, and planning skills, with demonstrated success producing high-quality deliverables according to established timelines and budget: o Excellent multitasking and problem-solving skills with ability to analyze situations, identify existing or potential problems, and recommend solutions; o Self-motivated; able to work independently and to receive and incorporate feedback from others into plans; • Strong interpersonal skills, excels in building relationships and partnerships with diverse stakeholders, and able to work with and manage a team; ability to maintain quality customer service standards: o Adept at facilitating meetings, conference calls, and other meetings, virtually or in-person; o Ability to effectively connect and communicate with other staff and consultants working on other programs/projects; ability to identify opportunities for synergy and/or collaboration; o Ability to effectively present information to a variety of audiences and respond to questions from senior management; staff; other NACDD consultants, team members, and the Board; and internal and external partners/stakeholders; • Superior oral and written communication and organizational skills with strong attention to detail; • Experience with grant writing and management; • Ability to establish and maintain professional credibility and diplomacy; understands the importance of keeping current industry or subject matter expertise; • Resilient, flexible, and innovative; • High proficiency with Microsoft Office programs (e.g., Word, Excel, PowerPoint); ability to master other technologies and software applications; • High proficiency in utilizing virtual meeting platforms such as Zoom, as well as project management platforms such as Smartsheet; • Shares NACDD’s commitment to be a leader in REDI (Racial Equity, Diversity, and Inclusion) and willingness to learn about and incorporate REDI best practices into daily work; • Available to travel, as needed.
PREFERRED QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES) • Prior Association or other nonprofit experience preferred, specifically member-based organizations serving state public health practitioners; • Prior work experience in a state, county, or local health department, specifically tobacco control programs, preferred; • Prior experience working in and/or supporting public health programs focused on advancing health equity and/or tobacco control programs preferred.
LOCATION/HYBRID • Must be located in one of the following states: Arizona, California, Florida, Georgia*, Illinois, Maryland, Massachusetts, Michigan, North Carolina, Ohio, Rhode Island, Texas, Virginia, or Washington; • IF REMOTE - Must be available to travel to the NACDD office in Atlanta periodically as needed; • *IF HYBRID - All Atlanta-based employees are required to work in the HQ office twice per week.
TRAVEL REQUIREMENTS: • This position may require travel on an as needed basis; at least 10%.
SALARY RANGE: • $100,000 to $110,000
