The Hamilton County Health Department is a tobacco and nicotine free campus. The Hamilton County Health Department prohibits the hiring of individuals who use tobacco or nicotine products in any form. All individuals who are offered a position with the Health Department are screened for tobacco or nicotine use as part of the post-offer health screening. Individuals whose post-offer health screening results are verified positive for tobacco or nicotine use will be disqualified from employment, their job offers will be withdrawn, and they will be disqualified from employment with the Hamilton County Health Department for one (1) year from the date of the post-offer health screening.
DEFINITION: Under limited supervision, provides medical oversight of the medical services at the Health Department in order to ensure the medical and health responsibilities prescribed by the Tennessee Code Annotated or delegated by the Tennessee Commissioner of Health or the Administrator of the Hamilton County Health Department, may provide direct clinical services.

This is a Fair Labor Standards Act defined Exempt Position - Exempt positions are excluded from minimum wage, overtime regulations, and other rights and protections afforded nonexempt workers. The employee in this position is paid a salary rather than an hourly wage for this position. FLSA does not limit the amount of work time an employer may require or expect from any exempt employee, on any schedule. Hamilton County Government expects an employee in this position to complete the work assigned regardless the amount of hours involved in completing the tasks assigned.
TASKS: Fulfills the legal responsibility and authority of a regional health officer; utilizes the Tennessee Department of Health’s “Health Threat Procedures;” issues health directives and works with the Tennessee Department of Health and the Hamilton County Attorney’s office to issue Public Health Measures or other actions in response to public health threats/emergencies; consults on an ongoing basis with private physicians and hospitals regarding public health threats, outbreaks and communicable disease prevention and control activities. Provides medical oversight for the Health Department’s programs and services; provides professional leadership to staff, promoting sound clinical principles by routine and verbal interaction. Provides medical leadership for planning, development and implementation of new programs and services; provides medical leadership for various Health Department committees; provides clinical updates and presentations as appropriate. Serves as the Health Department’s Laboratory Director and Clinical Consultant. When needed, serves as a Health Department media spokesperson. Provides on-going direction and guidance to the Health Department’s clinical providers by assuring appropriate orientation to public health practice and ongoing evaluation of professional practice; provides medical oversight for the Assistant Health Officer and Primary Care Medical Director; serves as the physician supervisor/collaborator with the advanced practice nurses which includes monthly chart reviews and clinic site visits; acts as medical consultant for nursing staff; ensures utilization of universal health and safety precautions by all health care providers; maintains all appropriate clinical files, records and credentialing and privileging requirements; performs internal audits of medical charts for completeness and accuracy. Reviews and approves protocols and clinical guidelines used in various clinics; participates in Continuous Quality Improvement; travels to off-site clinics; attends scheduled staff meetings; performs other related duties as assigned. Serves as the Medical Consultant under the Health Department’s Incident Command System; provides medical leadership for Emergency Preparedness functions and medical input and review of emergency preparedness plans; serves as the liaison with the Tennessee Department of Health regarding potassium iodide during a radiological emergency. Actively serves on the Tennessee Department of Health’s Medical Leadership Team representing the Health Department. Serves as back up to other Health Department physicians. Provides office care, sick care and well patient checkups; diagnoses and treats diseases and injuries; orders medical tests when appropriate; reviews medical test results; provides parental counseling; provides counseling to patients on wellness; illness and preventative care; provides appropriate referrals to other health care providers when appropriate and provides after hours on call coverage. Develops and maintains liaison activities and positive relationships with community health providers, hospital staff and local specialists and practitioners; promotes public health in the community and collaborates with local community partners. Serves as the Leader of the Child Fatality Review Team for Judicial District 11.
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS: Knowledge of professional practice of medicine laws, rules, regulations, practices and procedures. Knowledge of professional medical practice in area of assignment or specialty. Knowledge of safety and health laws, rules, regulations, practices and procedures. Knowledge of public health laws, rules, regulations, practices and procedures. Knowledge of medical equipment, materials and supplies utilized in the practice of medicine in assigned area. Knowledge of customer service/public relations practices and procedures. Knowledge of counseling methods practices and procedures. Knowledge of maintaining patient medical records. Skill referring patients for additional medical care or other community resources. Skill providing medical care and assistance to patients who may be upset, argumentative, or non-cooperative. Skill utilizing verbal and written communication in counseling patients and parents, and family members. Skill instructing and utilizing universal health and safety precautions in the practice of medicine. Skill providing oversight to other medical staff. Skill utilizing customer service techniques in responding to inquiries and complaints. Skill establishing and maintaining effective working relationships. Skill effectively communicating in both oral and written form. MINIMUM QUALIFICATIONS: Graduation from an accredited school of medicine with a State of Tennessee medical license and DEA registration. A valid driver’s license is required. PREFERRED QUALIFICATIONS: Candidates who have completed a residency are preferred for this position. Candidates who are board certified in a primary care specialty are preferred for this position. Candidates who are board certified in Family Practice are preferred. Candidates who have a Master’s or Doctorate in Public Health are preferred for this position.
